development of the State to build human capacity, stimulate employment and
utilise our abundant raw materials for the production of sought after finished
products by using best in class industrialisation models such as FDI, PPP, SME
development, and vertical integration to develop a healthy association of
satisfied merchants and consumers with local business enterprises.

Commerce & Industry in Akwa Ibom State
To develop Akwa Ibom’s industrial potentials and at the same time attract
potential investors the government has put in place an industrialisation blueprint to
enable such investors examine and leverage inward looking, import-substitution,
and export-led industrialisation strategies being adopted by the state
government. The rapid industrial development of the state, therefore, involves investment
promotion, and public private partnership.
Government has vigorously enabled the environment for the development of
industrial estates and cottage industries whether by the state or with private
interests, such that each of our 31 local government areas will
have at least one industrial estate to employ the citizens and process available
raw materials into finished products.
As an empowerment strategy, government supports and sponsors its citizens to embark on commercial ventures. Support includes identification of market
opportunities, participation in domestic and international trade fairs,
provision of infrastructures, periodic material subsidies, and patronage of
local entreprises.

Government has resolved to promote private investments and boost economic
activities to vibrancy by industrialising the state on a policy of one industry
per local government area on basis of comparative advantage. There is also an
implementation of rural private entrepreneurial initiatives in order to create
and sustain a dynamic and productive private sector driven, state supervised
modern industrial economy.
Since no industry can survive without stable electricity supply government
pushed for power sector reform so as to add distribution and transmission
licenses from the federal government for the electricity it currently generates
at Ibom Power Plant.
For entrepreneurs who are currently engaged in industrial production or
processing a variety of products at their micro, small and medium enterprise,
and are relatively doing well in their operations, but require financial
stimulus to consolidate and expand operations to meet domestic and export market
requirements government has provided necessary legal framework for injection of
an industrial fund and technical framework for supervision, management and
regulation of the fund.

- Attraction of Foreign Direct Investment (FDI) and promotion of public private
partnership (PPP) in the State

materials available in the different local government areas of the State,
through a resource survey.
- Enhancement of manpower development needed to drive the burgeoning industrial
and commercial activities in the State
- Provision of conducive environment for the development of small and medium
enterprises (SME) as well as large scale industries and consortiums in the State
